Military service
In accordance with an agreement made with the Ministry of Defense, the National Insurance Institute pays a maternity allowance to new mothers whose period of military service (compulsory or career service) completes the qualifying period entitling them to a maternity allowance.
The period of military service may complete the qualifying period for a full or partial maternity allowance, in accordance with the period of entitlement (the months of civilian employment) accrued by the new mother after her military service:
- A new mother who worked after her discharge from military service but did not accrue an entitling qualifying period, and whose period of military service completes a partial qualifying period (6 out of 14 months), will be entitled to a partial maternity allowance (56 days).
- A new mother who accrued, through work after her discharge from military service, a partial qualifying period (6 out of 14 months), and whose period of military service completes the entitlement to a full maternity allowance (a total of 10 out of 14 months, or 15 out of 22), will be entitled to a maximum maternity allowance (105 days).
Conditions of entitlement:
- The new mother worked after her military service, and was pregnant at the time she stopped working.
- For a new mother who served in compulsory service: the maternity allowance will be calculated on the basis of her income from work (in the base months for the calculation of the maternity allowance set out in the law), and the payment made in respect of the military service will not be taken into account.
- For a new mother who served in career service: the maternity allowance will be calculated on the basis of her income from work and her income from career service in the army (if she served in career service during the base months for the calculation of the maternity allowance set out in the law).
Please note:
The agreement with the Ministry of Defense does not apply to the pregnancy bed rest benefit.
A career service member who nerver worked in the civilian sector is not entitled to a maternity allowance from the National Insurance Institute. She should contact the Ministry of Defense to clarify her rights during the maternity leave period.
Reserve service
In order to assist women serving in the reserves who were unable to accrue enough months of work due to prolonged service during their pregnancy, as of October 7, 2023,
the months of reserve service are counted as a qualifying period for the purpose of calculating the maternity allowance (part of a month is also counted as a full month).
- For a new mother who did not work or who stopped working (including before the pregnancy), days of reserve service during the pregnancy are taken into account as a qualifying period, and may serve as the qualifying period entitling her to a full or partial maternity allowance (provided that the entitling number of months has been accrued).
- For a new mother who did not accrue an entitling qualifying period, or who accrued a period entitling her to a partial allowance, the months of reserve service may complete the qualifying period for the purpose of entitlement to a partial or full maternity allowance.
The amount of the maternity allowance will be calculated according to the new mother's income from work and from the reserve service benefits paid to her (in the base months for the calculation of the maternity allowance set out in the law).
National-civic service
Under an agreement signed with the Authority for National-Civic Service, the period of national service may be counted as a supplementary qualifying period towards the accrual of an entitling period, for new mothers who did not accrue sufficient qualifying periods from work after the end of their national service.
The period of national service, together with her period of work as a salaried or self-employed worker, may entitle the new mother to a full or partial maternity allowance.
Conditions of entitlement:
- The new mother worked after her national service, and was pregnant at the time she stopped working.
- The maternity allowance will be calculated on the basis of her income from work (in the base months for the calculation of the maternity allowance set out in the law), and not according to the payment she received in respect of the service or the volunteering.
- The period of national service is at least 12 months (part of a month is also counted as a full month).
